巨大影响力和重大责任（国际论坛） Articolo di Romano Prodi su The People’s Daily del 6 novembre 2013  (in cinese) 罗马诺·普罗迪 《 人民日报 》（ 2013年11月06日   03 版） 中国目前拥有巨大影响力和重大责任。在许多重大国际问题和事件中，中国都将扮演主角 虽然自身发展已取得巨大成就，中国仍将自己视为发展中国家，仍需长期努力以彻底完成现代化转型的任务。关心世界未来命运的人，都期待中国成功。 当然，这既取决于中国自身努力，也取决于世界其他政治力量的影响。历史上，大国在政治和经济力量对比发生变化时，往往伴随紧张与冲突，这让人们迫切希望世界不会重蹈覆辙。中国于转型期所承担的角色对未来世界的构建起着决定性作用。 中国不仅是世界上人口最多的国家，而且地位十分特殊，从历史层面上看也是如此。中国不再局限于和其他国家在经济与政治上进行较量，而是以一种独特方式与 其他国家进行深入互动，从中发展自己。这种互动不仅体现在双边贸易中，也体现在相互投资等诸多方面。在人类历史上，像中国这样同时出口货物、劳务、资金和 技术的国家前所未有，它甚至在完成自身现代化转型之前，就已与整个世界紧密联结在一起，这是其结合自身发展需求而做出的必要选择。 中国 现今已不可能独自发展，她成为世界整体的一部分。在商品和服务领域，中国与美国、欧洲和日本密不可分。非洲、拉丁美洲和澳大利亚不仅是中国重要的出口市 场，也为其提供能源与食品。中国的发展进程影响着所有人，它使发达国家的产业结构面临考验，同时为非洲和拉丁美洲国家提供全新的发展动力。中国已成为重构 全球经济格局的决定性因素，而在其未来整个发展进程中，还将继续扮演这一角色。 中国目前拥有巨大影响力和重大责任。在许多重大国际问题和事件中，中国都将扮演主角。有鉴于此，我在工作中努力推动中国广泛参与到联合国维和行动中来。我坚信积极参与维和行动，是引导本国人民珍惜和平、向整个世界彰显责任感的必要手段。 此外，中国需要与其他国家合作，保证世界经济有序发展。这是一项艰巨任务，尤其在货币领域。为有条不紊地应对这一挑战，中国必须保持较快的发展节奏，创 新发展模式。中国需要改革，正如中国政府时常提及的那样。扩大内需是目前中国的一项重要任务，医疗卫生体系、退休制度和其他福利体系亦需创新，它国在相关 方面的经验得失值得参考。中国将经历一个复杂转型期，值得注意的是，在这种巨大的转变过程开始前，公平和正义就已经被中国作为发展目标。 （作者为欧盟委员会前主席、意大利前总理，本报驻意大利记者韩秉宸采访整理）
